城內塹外周道，廣八步，備水謹度四旁高下。城地中偏下，令耳亓內，及下地，地深穿之令漏泉。置則瓦井中，視外水深丈以上，鑿城內水耳。並船以為十臨，臨三十人，人擅弩計四有方，必善以船為轒轀。二十船為一隊，選材士有力者三十人共船，亓二十人人擅有方，劍甲鞮瞀，十人人擅苗。先養材士為異舍，食亓父母妻子以為質，視水可決，以臨轒轀，決外隄，城上為射機疾佐之。
